TEMPORARY ROAD CLOSURE - SOUTH HILL AVENUE
THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14(1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate utility works.
1. The order may be cited as The Harrow (South Hill Avenue) Temporary Traffic Order 2020, and shall be operational on 4th August 2020 and shall remain in effect until 4th October 2020 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 4th September 2020.

2. Vehicles shall be prohibited from entering or exiting South Hill Avenue between its junction with Northolt Road and a point opposite the southern boundary of No. 4a South Hill Avenue.

3. Vehicles shall be prohibited from waiting or loading, at any time, when signs are in place on;

i. Northolt Road, the south side, between a point opposite the party wall of Nos. 179 and 181 Northolt Road and a point opposite the party wall of Nos. 193 and 195 Northolt Road;

ii. Brooke Avenue, the east side;

a. between a point opposite the western boundary of No. 5 Brooke Avenue and a point opposite the party wall of Nos. 7 and 9 Brooke Avenue;

b. between a point opposite the western boundary of No. 37 Brooke Avenue and a point opposite the eastern boundary of No. 39D Brooke Avenue;

c. between a point opposite the western boundary of No. 45B Brooke Avenue and a point opposite the eastern boundary of 47 Brooke Avenue;

d. between a point opposite the north-eastern boundary of No. 61 Brooke Avenue and a point opposite the south­western boundary of No. 65 Brooke Avenue;

iii. Brooke Avenue, the west side, between a point opposite the north-western boundary of No. 50 Brooke Avenue and a point opposite the south-eastern boundary of No. 54 Brooke Avenue.

4. Vehicles shall be prohibited from entering or exiting the following lengths of roads, when signs are in place;

i. Brooke Avenue at its junction with South Hill Avenue;

ii. Cowen Avenue at its junction with South Hill Avenue;

iii. Stanley Road at its junction with South Hill Avenue.

5. Nothing in paragraph 2 above shall apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the utility works;

(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

6. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.
