SECTION 14(1)(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 TEMPORARY ROAD CLOSURE - CARRIAGEWAY RESURFACING NO.2
THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate resurfacing works.
1. The order may be cited as The Harrow (Carriageway Resurfacing No.1) Temporary Traffic Order 2020, and shall be operational on 21st August 2020 and shall remain in effect until 17th October 2020 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 17th September 2020.

2. Vehicles shall be prohibited from entering or exiting the following lengths of roads, when signs are in place;

Locations
High Street, Harrow, between its junctions with Peterborough Road and West Way;
Warwick Avenue, whole road;
Mead Field, whole road;
Malvern Avenue, between its junctions with Field End Road and Merlins Avenue;
Downs Avenue, whole road;
Church Avenue, whole road;
Lancaster Road, whole road;
Elm Park Road, between its junctions with Uxbridge Road, Pinner and West End Lane;
Waxwell Lane, whole road;
Lyndon Avenue, whole road;
Furham Field, whole road;
Sherington Avenue, between its junction with Milne Feild and a point opposite the eastern boundary of No. 9 Sherington Avenue;
Parkfield Avenue, whole road;

3. Nothing in paragraph 2 above shall apply toi­ls) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the resurfacing works;

(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

4. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

5. Diversion routes;

High Street, Harrow via London Road, Roxeth Hill, Lower Road, Bessborough Road, Lowlands Road,
Tyburn Lane and Peterborough Road and vice versa;
Warwick Avenue, via Eastcote Lane, Field End Road, Somervell Road and Walton Avenue and vice
versa;
Malvern Avenue via Field End Road, Eastcote Lane and Alexandra Avenue and vice versa;
Downs Avenue via Village Way. West Avenue and Hillcroft Avenue and vice versa;
Church Avenue via Rayners Lane, Hillcroft Avenue and Chestnut Drive and vice versa;
Lancaster Road via The Ridgeway and Imperial Drive and vice versa;
Elm Park Road via Uxbridge Road, Pinner, St Thomas' Drive, Pinner Road, Marsh Road and Bridge
Street and vice versa;
Waxwell Lane via Uxbridge Road, Pinner and Elm Park Road and vice versa;
Lyndon Avenue via Colburn Avenue, Derwent Avenue and Sylvia Avenue and vice versa;
Sherington Avenue via Rowlands Avenue, Uxbridge Road, Hatch End and Milne Feild and vice versa;
