THE HARROW (FREE PARKING PLACES) (DISABLED PERSONS) (NON-RESIDENTIAL) (AMENDMENT NO. 6) TRAFFIC ORDER 2020


1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 11 November 2020 made the above-mentioned Orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.

2. The general effect of these orders will be to move, remove and relocate existing parking places in Love Lane, Pinner, to accommodate the Zebra Crossing in Love Lane, Pinner.

3. The general effect of the Waiting and Loading Restriction Amendment Order will be further to amend the Harrow Waiting and Loading Restriction Order 2014, so that an at any time waiting restriction is introduced outside No. 11 Love Lane, where a pay and display space previously existed.

4. The general effect of the Parking Places Amendment Order will be further to amend the Harrow Parking Places Order 2020 to reduce the existing pay and display parking place fronting Nos. 9 to 17 Love Lane, from three spaces to two spaces.

5. The general effect of the Loading Places Amendment Order will be further to amend the Harrow Loading Places Order 2019 to shorten the existing loading bay outside Nos. 8 and 10 Love Lane, from 12 metres in length to 10 metres in length.

6. The general effect of the Free Parking Places Disabled Persons Non-residential Order will be further to amend the Harrow Free Parking Places, Disabled Persons, Non-residential Order 2017 to relocate the existing disabled parking bay from outside No. 7 Love Lane, to outside St. Luke's Catholic Church, next to the existing disabled bay at this location, to create a pair together.

7. The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person's "Blue Badge" would apply.

8. A copy of each of the Orders, which will come into operation on 26 November 2020, a map of the relevant area and of the relevant Orders of 2014, 2020, 2019 and 2017 (and of the Orders which have amended those Orders) can be inspected at

9. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application to the High Court.
