1. NOTICE IS HEREBY GIVEN that on 31 January 2022 the Council of the London Borough of Harrow made the above titled Orders under Section 6 of the Road Traffic Regulation Act 1984, as amended, and under all other enabling powers.

2. The general effect of the Harrow (Prescribed Routes) (School Streets No. 1) Traffic Order 2022 will be to prohibit motor vehicles from entering or proceeding in the streets listed in Schedule 1 from 8:15am to 9:15am and 2:45pm to 3:45pm, Monday to Friday;

3. The general effect of the Harrow (Prescribed Routes) (School Streets No. 2) Traffic Order 2022 will be to prohibit motor vehicles from entering or proceeding in the streets listed in Schedule 2 from 8.30 am to 9.15 am and 3.00 pm to 3.45 pm, Monday to Friday.

4. The general effect of the Harrow (Prescribed Routes) (School Streets No. 3) Traffic Order 2022 will be to prohibit motor vehicles from entering or proceeding in the streets listed in Schedule 3 from 8:00am to 9:30am and 2:15pm to 3:30pm, Monday to Friday.

5. The general effect of the Harrow (Prescribed Routes) (School Streets No. 4) Traffic Order 2022 will be to prohibit motor vehicles from entering or proceeding in the streets listed in Schedule 4 from 8:15am to 9:15am and 2:30pm to 4:00pm, Monday to Friday;

6. The prohibition referred to in 2, 3, 4 and 5 above will not apply to:-

(a) any vehicle that holds a valid permit;

(b) pedal cycles;

(c) any vehicle being used for ambulance, fire brigade or police purposes in an emergency;

(d) anything done with the permission or at the direction of a police constable in uniform, or a Council officer authorised by the Council;

(e) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984.

7. The Order will specify that:

(a) any resident whose usual place of residence, or any business whose usual place of business, is in any street listed in Schedule 1, 2, 3 or 4 to this Notice; or

(b) any carer of a resident whose main place of residence is listed in Schedule 1, 2, 3 or 4 to this Notice; or

(c) any parent or carer of a student enrolled in a school which is listed in Schedule 1, 2, 3 or 4 to this Notice provided that they hold a valid Disabled Persons badge (Blue Badge); or

(d) any taxi, authorised by the council, picking up or setting down at any school which is listed in Schedule 1, 2, 3 or 4 to the Notice; or

(e) a school worker whose place of employment is in any street listed in Schedule 1, 2, 3 or 4 to this Notice, may apply to the Council for the issue of a permit valid for use in the roads listed in the respective Schedule.

8. Copies of the Orders, which will come into operation on 21 February 2022, and maps of the relevant areas, can be inspected until the end of six weeks from the date on which the Orders were made at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between the hours of 10am and 6pm Monday to Saturday and 10am and 3pm Sunday or online at

9. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Schedule 1 - Sylvia Avenue, between its junction with Colburn Avenue and its junction with Lyndon Avenue.
Schedule 2 - Ravenswood Crescent, between it's junction of with the northern arm of Kings Road and it's junction with the southern arm of Kings Road, and Drake Road, between its junctions with Kings Road and Drake Court.
Schedule 3 - Badminton Close, Leys' Close, Marlborough Hill, between the north eastern kerb-line of Harrow View and a point 12 metres south west of the south western kerb-line of Rusland Park Road, Ranmoor Close, Ranmoor Gardens, and Rugby Close.
Schedule 4 - Burnell Gardens and Thistlecroft Gardens.
