SECTION 14(1 )(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 TEMPORARY ROAD CLOSURES - CARRIAGEWAY RESURFACING - VARIOUS ROADS
THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to allow carriageway resurfacing work to take place.
1. The order may be cited as The Harrow (Carriageway Resurfacing No.3) Temporary Traffic Order 2018, and shall be operational on 31st May 2018 and shall remain in effect until 28th August 2018 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 28th June 2018.

Each road shall be closed for no longer than 10 working days; and most roads will be resurfaced within two to three days. Expected dates of closures for each road are listed below; however, these dates may be subject to change due to operational circumstances. Advanced temporary signage will be erected on-street; and information letters dropped through the letterboxes of affected frontages beforehand, confirming when roads will be closed.
2. Vehicles shall be prohibited from entering or exiting the following lengths of roads as and when signs are in place;

(a) Chapel Lane, between its junction with West End Lane and a point 21.19 metres east of a point opposite the eastern boundary of No. 11

3. Nothing in paragraph 2 above shall apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

(b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the carriageway resurfacing work;

(e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

4. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

5. Diversion routes via;

a) via Marsh Road, Eastcote Road and West End Lane and vice versa;

b) via Cannon Lane, Lyncroft Avenue, Eastcote Road, Bridle Road, Field End Road and North View and vice versa;

c) via Lyndhurst Avenue, Pinner Hill Road and Potter Street and vice versa;

d) southbound via Parkside Way, Station Road, North Harrow and Pinner Road; northbound via Pinner Road, Headstone Road, Harrow View and Headstone Gardens;

e) southbound via Parkside Way, Station Road, North Harrow, Pinner Road and Greenhill Way; northbound via Greenhill Way, Station Road, Harrow, Railway Approach, The Bridge, Ellen Webb Drive and Headstone Drive;

f) via Clonard Way, Thomson Grove, Cedar Drive, The Avenue and Uxbridge Road and vice versa;

g) via Carmelite Road, Long Elmes, High Road, Whitefriars Drive and Toorack Road and vice versa;

h) via Carmelite Road, Long Elmes, High Road, Whitefriars Drive and Toorack Road and vice versa;

i) via Tudor Road, Toorack Road and Marthorne Crescent and vice versa;

j) via Weston Drive, Wemborough Road, St Andrews Drive, Culver Grove and Streatfield Road and vice versa;
k) southbound via Locket Road, High Street, Wealdstone, George Gange Way and Oxford Road; northbound via Masons Avenue, Forward Drive, Christchurch Avenue, Kenmore Avenue, Kenton Lane and Locket Road;
