1. NOTICE IS HEREBY GIVEN that the London Borough of Harrow proposes to make the above mentioned orders under Sections 6,7 45, 46, 32, 33, 35,124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.



2. The Harrow (Off-street Parking Places) (Amendment No. *) Traffic Order 2018 proposes to introduce electric charging places for electric vehicles in off-street council car parks. Four electric vehicle charging places served by two charging points, are proposed for use by electric car club vehicles in Greenhill Way off-street pay & display car park. These are intended for use by electric car club users being trialled by the London Borough of Harrow. Electric vehicles would need to be connected to



a charging point to use these charging places. No parking tariff would apply, nor any maximum stay periods.

3. The Harrow (Free Parking) (Electric Charging Places) Traffic Order 2018 proposes to introduce on-street electric vehicle charging places at selected locations within Harrow town centre. These are as follows; Greenhill Way (2 spaces) - outside No. 34 Greenhill Way. Kymberley Road (2 spaces) - located in the existing motorcycle parking place north of Kings House. The service road to the rear of Platinum House (2 spaces) - at the southern extremity.



4. The electric charging places are proposed to operate at any time for use by electric vehicles only. A maximum stay of 3 hours is proposed during the charging hours of 7am and 7pm, Monday to Sunday, during which times an electric vehicle would be required to be receiving a charge from the charging point in order to park legally. A no return within one hour restriction would apply. Outside of the hours of 7am to 7pm, no maximum stay restriction would apply, nor the requirement to charge



an electric vehicle when parked in an electric charging place. Disabled badge holders displaying a blue badge in an electric vehicle would be exempt from the maximum stay duration of 3 hours, but would still be required to use the badge in conjunction with an electric vehicle whilst connected to a charging point.

5. The Harrow (Motorcycle Parking Places)(Amendment No. *) Traffic Order 2018 relocates the existing motorcycle parking place north of Kings House, Kymberley Road, to the eastern side of the building in Clarendon Road.



6. The Harrow (Waiting and Loading Restriction) (Amendment No. *) Traffic Order 2018 and The Harrow (Parking Places) (Amendment No. *) Traffic Order 2018 propose minor amendments to existing waiting and loading restrictions as a consequence of the proposed electric charging places. The total number of pay and display parking places in Greenhill Way will be retained, and the bus stop clearway relocated adjacent No. 8 Angel Road.



7. A copy of the proposed orders, including documents giving more detailed particulars of the proposal, are available for inspection at request between 9am to 5pm, Mondays to Fridays inclusive at the one stop shop at the Civic Centre. They are available for inspection until the expiration of a period of 21 days from the date on which this notice is published or by visiting the traffic order page at www.harrow.gov.uk/ trafficorders or by scanning the QR code on this notice.



8. All objections and other representations relating to the proposed orders must be made in writing and sent to the Head of Traffic, Highway and Asset Management at the address given below quoting reference DP2018-18 and received not later than 10th October 2018. All objections must specify the grounds on which they are made. All objections must include the name and address of the objector to be considered valid. Email: transportation@harrow.gov.uk.
