Developers withdrew their plans to demolish the existing dwelling to provide eight three-beds and two four-bedroom homes after residents objected to the project.

The proposal will look to provide each house with its own private garden to the rear and two car parking spaces each for the three-beds and three car parking spaces for the four-bed homes.

The amenities areas are large enough for future occupants to store their refuse bins, out of site from the public realm.

Mitigation measures and a flood risk assessment has been provided as the site lies within flood zone three, which means it’s in an area with high flooding probability.

Residents on Deena Close objected to this scheme, mainly around parking and traffic due to the cul-de-sac’s ‘tight’ road.

Some also feared their peaceful homes on the quiet cul-de-sac will be interrupted because of the demolition and construction noise as well as from the future occupiers.

One resident wrote: “It does get extremely busy and tight to manoeuvre if for instance there is a delivery van on the road at any time. We are respectful of the bin men and wait to move out of the road when they come down for example. The road was simply not built wide enough for more than one car to travel at a time.”

Developers wanted to convert the existing seven-bed, eight-person HMO into a six-bed, six-person HMO.

The current HMO license starts at seven-bedroom and 10 people as maximum use of the property. This does not mean that the property will be used as a seven-bedroom 10 person HMO once planning has been approved.

There will be no change to the boundary of the plot and no new access to the site are proposed as the design will make use of existing access to the site.

Planning officers refused this application over concerns the HMO has inadequate parking spaces as the proposal only shows three spaces.

For HMO properties, one parking space per room is required, therefore there should be a total of six parking spaces.

Planning officers also refused the scheme over the loss of a single family house being ‘detrimental’ to neighbouring areas.

Users of the church want the existing extension to the north, called the Church room, to be removed after finding it too small and inflexible for the 21st century as demand to use the hall has increased for community use.

The Church room was built in 1959 and has been used to host events, services, and groups over the years.

According to the design and access statement, it states there is no hot water; the extension is poorly insulated, with a poor heating system; the lavatory is unheated and isn’t wheelchair accessible.

To address these concerns, the Church wants to demolish the current extension with a new suitable one to provide better facilities for the current and future occupiers.

The new facility will provide a wheelchair-accessible lavatory, office space for the Church administrator, a larger main room, a dedicated kitchen servery, storage space, and more.

The application is still yet to be decided by Royal Borough planning officers.
