A fear for welfare incident was reported at the Reading Borough Council offices.
Emergency services descended on Bridge Street at around 5:45pm on Tuesday, April 16 following the incident.
This included five police cars and an ambulance soon after. According to passers-by they surrounded a man on the street in front of the building.
After the ambulance arrived, the emergency workers were spotted just inside the entrance to the council building where they were providing treatment to a person on the ground.
The Reading Chronicle has contacted the South Central Ambulance Service however it is not just known whether the person was taken to hospital.
Thames Valley Police has confirmed that the fear for welfare incident has been resolved.
